Scope and Contents Note

This Collection contains Libby Cater’s papers during her time as First Lady of Washington College. They include correspondence, event planning materials, and records related to the management of the President’s House, the Hynson Ringgold House. This collection is separated into two main series: Series 1, Libby Cater Papers, and Series 2, Hynson Ringgold House records.

Biographical Information

Libby Cater (1925-2002) was born in Birmingham, Alabama. She attended the University of Alabama and became the first female president of the Student Government Association. After graduating with honors in 1946, she took a job as an administrative assistant to Rep. Laurie Battle (rep. AL). Libby also served as special assistant to Lady Bird Johnson during the 1964 presidential campaign. Later, she was the assistant executive director of the President’s Commission on Women by President Jimmy Carter. She married Douglass Cater, Jr., in 1950. She served as First Lady of Washington College during her husband’s presidency, 1982-1990. She received an honorary degree in Public Service from the college in 1990. Douglass Cater died in 1995. She remarried and went by Libby Halaby. She passed January 7, 2022.
